Economic Recovery of Hromadas

August 17, 2026

The economic development of a hromada depends on the opportunities of its residents to:

  • work;
  • acquire new professional skills;
  • start and develop their own businesses.

The following also play an important role:

  • local self-government bodies (LSGBs);
  • local businesses;
  • employers;
  • employment centres.

To promote the economic recovery of hromadas, Right to Protection works comprehensively. The Fund supports people in employment, professional development, and entrepreneurship, helps to strengthen local institutions, to develop partnerships, and to attract resources to implement projects that are important for a hromada. Such a comprehensive approach makes it possible to take into account the needs of various participants in the local economy and create conditions for employment, entrepreneurship development, and long-term recovery.

How Do We Support the Economic Capacity of Hromadas?

The Economic Capacity and Recovery Programme aims to create conditions for a decent and sustainable life for the hromada’s residents through the development of employment, entrepreneurship, and the local economy.

As part of the programme, Right to Protection:

  • helps hromadas develop fundraising strategies and systematically attract resources;
  • conducts project management trainings for the representatives of local self-government bodies, civil society, and businesses;
  • strengthens the organisational, methodological, and material and technical capacity of the State Employment Service;
  • implements the Right to Business educational course for people who seek to start, restore, or develop their own businesses;
  • organises professional retraining and helps participants acquire in-demand professions;
  • provides individual career counselling and supports people in their job searches;
  • conducts online legal and accounting consultations on employment, self-employment, and running a business;
  • supports employers in creating employment opportunities for the war-affected population.

The programme combines support for individuals with strengthening local institutions. This helps hromadas:

  • better respond to the residents’ needs;
  • expand economic opportunities;
  • independently plan their further development.
