In 2025, Right to Protection continued its work amid challenging circumstances caused by the war and changes in the humanitarian sector. For people seeking assistance, the year brought new waves of evacuation, a housing shortage, limited access to basic services, and heightened uncertainty. At the same time, cuts in international funding and the closure of some programmes increased the burden on local organisations.

Nevertheless, the Fund not only maintained the level of support it provided but also expanded its activities. It launched a new programme to assist veterans and their families, and securing direct funding from the UK government was a significant endorsement of our expertise and role in the sector. That same year, the National PULSE Consortium was established — an example of effective localisation and the bringing together of leading organisations to achieve a collective impact.

Since the start of the full-scale invasion, around 3.3 million people received assistance.

The Fund continued to invest in innovation and efficiency: process automation and the use of artificial intelligence have become key tools for scaling up the delivery of assistance. As a result, over the course of the year, the team provided around 200,000 consultations, helping people replace lost documents, claim social benefits, and access legal and psychological support — all of which are essential for a return to normal life.

Particular emphasis was placed on strengthening the capacity of hromadas. To this end, the Hromada 360 approach enabled the integration of best practices into local-level work, strengthening the social protection system and hromada cohesion through training, support, and partnerships.

The year was also marked by professional recognition: R2P won first place in the Charitable Ukraine competition and was ranked among the country’s ten most transparent charitable organisations.
