Programme Mission

To ensure systematic restoration and development of housing and social infrastructure through the implementation of repair, rehabilitation, and engineering design solutions that enhance safety, accessibility, and energy efficiency, enabling hromadas to independently manage recovery processes.

Programme Vision

To form stable, safe, and functional living conditions for IDPs and people whose housing was damaged due to the war, by restoring and adapting housing and social facilities. They should promote social integration, improve population life quality, and foster resilient hromadas capable of recovery and development in the context of post-war reconstruction.

Support for housing and social infrastructure is the direction of Right to Protection that responds to the consequences of war-related destructions. It covers assistance to people who have lost their homes or live in damaged housing, as well as hromadas and institutions providing basic services for the war-affected population. Due to hostilities and occupation, some housing and social facilities require restoration, repair, or modernisation. Internally displaced persons often reside in temporary accommodation sites, collective or transit centres, which also require conditions improvement.

Within this direction, the Fund supports repair and rehabilitation works, preparation of technical documentation, coordination with hromadas and partners, and solutions that help people transition from temporary accommodation to more sustainable housing conditions.

Who Is Supported?

Assistance may be provided to:

  • internally displaced persons needing safe housing and stabilisation of living conditions;
  • local residents whose housing was damaged or destroyed due to hostilities or occupation;
  • households requiring housing repair, modernisation, or adaptation;
  • people returning to permanent residences;
  • residents of collective, transit centres, and temporary accommodation sites;
  • vulnerable population groups, including people of older age, persons with disabilities, families with children, single households, and large families;
  • territorial hromadas and local self-government bodies requiring technical and institutional support for housing and social infrastructure restoration.

What Does the Programme Include?

This direction covers repair and restoration of housing, temporary accommodation sites, collective and transit centres, social institutions, and public buildings.

Within the programme the Fund carries out:

  • repair and rehabilitation works in private households;
  • repair of temporary accommodation sites, collective and transit centres;
  • repair of social institutions and public buildings;
  • modernisation of engineering networks;
  • implementation of energy-efficient solutions;
  • preparation of technical, cost estimate, and project documentation;
  • assessment of facility conditions and planning of further repairs;
  • coordination of works among hromadas, contractors, and partners;
  • quality control of work performance.

A special focus is placed on strengthening hromada capacity in planning, organising, and managing housing and social infrastructure recovery processes.

The Fund’s team cooperates with international partners and adheres to the highest standards of quality. Staff go to the most remote hromadas to personally learn about needs and ensure aid reaches those who need it. The direction reports on its activities in compliance with legislation, provides partners access to reporting documentation, and regularly and successfully undergoes audits. Right to Protection values honesty and transparency, and always follows humanitarian principles and standards in its work.
