From 1 April 2026, the criteria for providing cash assistance from UNHCR have been updated (within Humanitarian Needs and Response Plan 2026)!
The humanitarian community in Ukraine is transitioning to a more structured model of distribution of cash assistance.
Under the updated approach, special attention will be paid to: ● people who have been forced to evacuate within the last 45 days due to threats to their lives and health; ● people affected by shellings; ● internally displaced people (IDPs) who are in a long-term (up to 6 months) displacement and have heightened vulnerability; ● people who have returned to their permanent place of residence or who have returned to Ukraine after a forced displacement to another country due to the war after 24 February 2022.
This approach allows for more effective support for those who need it most now, while preserving the principles of justice and humanity.
Right to Protection is the official partner of the agency in collecting data on cash assistance.
Who Can Receive Cash Assistance?
From 1 April 2026, the application can be submitted by:
IDPs who were forced to leave their places of residence due to threats to their lives, shellings, or mandatory evacuation less than 45 days ago and whose names are included in the evacuation lists provided to the Fund by the local authorities. The amount of cash assistance is UAH 12,300 per person, covering a three-month period.
IDPs who were forced to leave their places of residence due to threats to their lives, shellings, or mandatory evacuation between 46 days and 6 months ago. The amount of cash assistance is UAH 12,300 per person, covering a three-month period.
People who have returned to their permanent place of residence or to Ukraine after a forced displacement to another country due to the warfare since 24 February 2022, and their return took place no earlier than three months ago and no later than one year ago. The amount of cash assistance is UAH 10,800 per person.
Households that have sustained damage as a result of shelling that occurred no more than 45 days ago, in particular damage, destruction of housing, or damage to the lives or health of the members of the household and are in the lists of affected households provided to the Fund by the local authorities. The amount of cash assistance is UAH 12,300 per person and covers a three-month period.
IDPs who have been forced to leave their places of residence due to a threat to their lives, shellings, or mandatory evacuation from 46 days to 6 months ago and those who have returned are subject to the additional assessment for the priority assessment.
In particular, the following criteria are taken into account:
proximity to the frontline or the fact of displacement;
living conditions (rural area or town);
household’s size;
the presence of older people, people with disabilities, and children in the household;
the household’s socio-economic status;
monthly income per family member must not exceed UAH 8,300.
The decision on the possibility of submitting an application is made after an in-person interview and verification of documents by the specialist of the Fund at the data collection point.
Pay attention!
People who can apply to UNHCR for the consultation on the possibility of applying:
● those who previously received cash assistance from other international organisations as IDPs, and more than three months have passed since the moment of receiving assistance;
● those who have returned to their permanent place of residence after a forced displacement due to the warfare within Ukraine or from abroad.
One household may receive UNHCR assistance related to repeated evacuation or shellings no more than twice within a 12-month period.
Documents and information to provide at the data collection point
Identity document.
Tax number (required for payment of benefits).
Birth certificates of children (if any).
International Bank Account Number (IBAN) of the principal applicant.
Any documents confirming that you belong to a vulnerable category (certificates, extracts, etc.).
Personal telephone number.
All family members must be present for data collection.
For families with members with limited mobility who are unable to come to the registration point, it is allowed to apply with original documents (upon provision of a medical certificate confirming their health status).
A household is:
head of household*
spouse
his/her children (under 23 years of age)
his/her parents
*His/her grandparents, only if they are dependent on them. Otherwise, they must register separately.
Other persons not included in this list must be members of another household, even if they live together.
NOTICE. We do not need your CVV code (a three-digit code on a bank card). The Fund's employees should not ask for it.
All information you provide during the registration process is confidential and will be entered into the UNHCR database. By submitting your personal data, you consent to its transfer to the financial service provider to receive cash assistance.

CASH ASSISTANCE PAYMENT METHOD
The entire amount will be transferred to the head of the household (as specified during registration for assistance) in three months:
1. By transfer to a bank account.
You will receive the following SMS notification about the transfer of funds:
"You have received a transfer from UNHCR in the amount of XXXX hryvnia. For more information, please visit https://bit.ly/3vdWVAX or call the hotline at 0 800 307 711."
Attention!
UNHCR CASH ASSISTANCE CAN BE RECEIVED INTO AN ACCOUNT AT ANY BANK IN UKRAINE, provided that the bank card/bank account number you provide during registration is in hryvnia and belongs to the main applicant from your family.
Please ensure that your bank card/account has no restrictions on certain types of transfers. For those who do not have a bank card/account, UNHCR will assist in another way.
2. Through a mobile application and money transfer system.
You will receive an SMS message with the following text:
"You are eligible to receive cash assistance from UNHCR. Please register with Vibrant within 7 days to receive your funds [link]."
You will need to download the Vibrant app to receive cash assistance from UNHCR to your digital wallet. Create an account on Vibrant using the phone number, month, and year of birth you used to register for assistance. Once your details have been verified, you will receive a notification in the app. The assistance will be transferred to your wallet.
You can receive your funds via the MoneyGram money transfer system in cash or by bank transfer (we recommend checking with your bank to see if it supports this service). Follow the instructions in the app, fill out a withdrawal request, and receive a transfer code. Visit any MoneyGram partner branch to receive your cash. Find your nearest MoneyGram branch here. We recommend calling the MoneyGram branch in advance to make sure that it is open and can issue the appropriate amount. At the MoneyGram branch, tell the consultant that this is a transaction to receive funds. Please remember to bring a document proving your identity (Ukrainian passport, foreign passport, or documents in the Diia app) and the transfer code from MoneyGram.
3. For those who do not have a bank card and do not use a digital wallet,
payments will be made through the PrivatMoney transfer system (from 1 September 2025). You will receive an SMS message with a transfer code, which you must use when receiving the money.
Within 30 days, the transfer can be received:
by beneficiaries who are not PrivatBank customers, only at bank branches with identity documents and the transfer code from the SMS;
beneficiaries who are PrivatBank customers — at PrivatBank branches, terminals, ATMs, in the Privat24 system, and by calling 3700.

Payments can be received by providing identity documents in the Diia app if they contain information about your foreign passport or ID card.
